Around 01.00 hours, on 27 September, a special Taliban unit forced its way into the United Nations compound in Kabul, and seized Muhammad Najibullah and his brother Shahpur Ahmadzai. After castrating Najibullah, and dragging him behind a jeep a few times around the nearby presidential palace, the Taliban militia shot him in the head. At first light they hung his blood-soaked corpse from a traffic control post just outside the palace in the Ariana Square, the site of several public rallies that Najibullah had addressed as president.74 They hung his murdered brother by his side. The Taliban went on to pass death sentences on Dostum, Rabbani and Masoud, but not Hikmatyar, a fellow-Pushtun.
Mullah Omar appointed a six-man shura council, headed by Mullah Muhammad Rabbani (1958–2001), a Pushtun from the Uruzgan province and no relative of President Burhanuddin Rabbani, as the prime minister of the interim government.75
At 11.00 hours on Saturday 28 September, Radio Shariat (a variant of Sharia) – the renamed Radio Kabul – broadcast the following decrees issued by the government of Mullah Rabbani in accordance with the Sharia:
Any person with a firearm must deposit it at a military post or the nearest mosque. Girls and women are not allowed to work outside home. All women who have to leave their homes must be accompanied by a mahrim (male blood relative). Public transport will be segregated, with separate buses for men and women. Men must grow beards. Men must wear a turban or white beret. Suits and ties are forbidden; traditional Afghani dress must be worn. Women and girls must wear the burqa. They are forbidden to wear brightly colored clothes under the burqa. Nail polish, lipstick and make-up are forbidden. All Muslims must say their prayers at the specified times and at the place where they find themselves.
The decrees issued in the following days included:
Displaying photos of animals or humans is forbidden. No male doctor is permitted to touch the body of a woman under the pretext of consultation. A woman may not go to a men’s tailor. A young woman must not converse with a young man. Muslim families may not listen to music even during a wedding. Muslim families are prohibited from taking photos or making videos even during a marriage ceremony. No merchant may sell alcohol or women’s underwear. All non-Muslims – that is, Hindus, Sikhs and Jews – must wear something yellow, and point out their abode by flying a yellow flag.
The ban on music was extended to “whistling kettles.”76 And the ban on high heels for women was later accompanied by the edict: “Women are duty bound to behave with dignity, to walk calmly and refrain from hitting their shoes on the ground, which makes noise.”77 The social injunctions imposed by the Taliban were an amalgam of an extremist interpretation of the Hanbali school of Sunni Islam and Wahhabi practices.
By disarming civilians and non-Taliban militias, the new regime brought peace and tranquillity to Kabul where some 50,000 people had died in the civil conflict that erupted after the fall of the Najibullah regime.
